Yes, but slowly. Patience is required.

The seeds are planted, the work is done, but harvest isn't here yet. Don't dig up the plant to check the roots; trust the process. The Seven of Pentacles also asks for honest evaluation: is this path actually growing, or are you watering dirt? Be patient where it makes sense; be honest where it doesn't.
Reversed, you're either too impatient to let things grow, or you've been working on something that isn't producing. Time to either stick with it longer or admit it's not working.
